Otters Holding Hands
I have no idea if this is normal behavior. I thought it was a fluke at first, but at one point in the video, the couple splits up and then rejoins their hands.

That’s normal behavior.
From what I remember from watching a ton of Discovery Channel, one is the mother the other is the child.
Also, in the wild, the mother will actually secure her offspring amongst kelp beds while she is off finding food.
